Project of Action Plans of Management and Control Announcements of Toxic Chemical Substances

The results for the present Project included three main items:  Formulation of the Implementation Plan for the Management of Toxic Chemical Substances in Taiwan  The collection of information relating to current laws and regulations governing the management of toxic chemical substances in the advanced nations and relevant international treaties and conventions was completed. According to the information, a staged implementation plan has been formulated based on the current state of international toxic chemical substances management and recent trends, with implementation scheduled to be broken down into Near-term and Long-term segments, and will be completed by 2016. Formulation of the draft Plan for the Inspection of Products that Contain Toxic Chemical Substances was completed, with regard to the implementation of sampling, analysis and other inspection and control operations with respect to products that contain toxic chemical substances. A Toxic Chemical Substances Strategic Planning Team was formed, composed of five academics and experts, and five meetings have been held, at which the implementation measures adopted for the Plan and relevant information and documents were reviewed, and concrete suggestions put forward. Summary guides to risks that apply in Taiwan have been compiled with respect to five carefully selected toxic chemical substances:Dibutyl phthalate(DBP), Decabromobiphenyl ether(Deca-BDE), Octabromodiphenyl ether(Octa-BDE), Tributyltin oxide(TBT), Triphenyltin hydroxide(TPhT).  Establishment of Comprehensive, Standardized Operating Procedures for the Screening of Toxic Chemical Substances  Compilation of details of the laws and regulations promulgated by the advanced nations with respect to the screening of toxic chemical substances. Assistance was provided with respect to the revision of the EPA’s Operating Procedures for the Screening of Harmful Chemical Substances. Assistance was given to the EPA with respect to the holding of two expert consultation meetings with regard to toxic chemical substances, appraisal as to whether the following chemical substances should be designated as controlled substances was completed:  Phthalates that the European Union (EU) has imposed controls on, including Di-(2-ethyl hexyl) phthalate(DEHP), Di-n-butyl phthalate (DBP), Di-n-octyl phthalate(DNOP), Benzyl butyl phthalate (BBP), Di-isononyl phthalate(DINP), and Di-isodecyl phthalate (DIDP).  Six categories of hazardous substances that are used in the semiconductor and optoelectronics industries.  Promotion of Globally Harmonized System (GHS) Classification and Implementation of Toxic Chemical Substance Labeling and Safety Information Management Regulations  Formulation of the GHS Auditing Implementation Plan with Respect to Factories Using Toxic Chemical Substances. Selection of 15 toxic chemical substance operating sites based on their actual production operations in Taiwan. On-site examination was performed with respect to these 15 operating sites. In each examination, two academics and experts visited the site to examine the current state of GHS implementation, and to make suggestions for improvement. This project also provided telephone and online technical consulting service and collected of the questions raised during GHS site visits, to help solve the problems that companies experience when implementing GHS.
